Filibuster counters are a type of counter introduced in Return to Ravnica. It acts as an upkeep counter for Alternate-win condition

Description[ | ]

Filibuster counters first appeared on Azor's Elocutors in Return to Ravnica. A Filibuster is put on the creature during each upkeep but one is also removed if the player takes damage. If it gains 5 Filibuster counters then the player wins the game. The name refers to the card trying to delay the opponent until victory can be achieved while the removal of damage represents the Filibuster getting interrupted.
