Javelin counters first appeared on Icatian Javelineers in Fallen Empires and later re-printed in various sets. It is a creature that enters the battlefield with a single Javelin counter on it which it can then use to deal 1 damage to a creature or player via an activated ability. This represents the creature throwing its javelin to cause damage.
