An Evincar who had a "mechanistic fetishism".[2]
Chelly en-Dal

Daughter of Salla en-Dal, became a smith in Dominaria after the Rathi Overlay.[1]
Dinne il-Vec

The Weaver King's main minion.[3] A former Vec warrior, left catatonic after battles with a poisonous Rootwater merfolk and a Kor shaman. The Weaver King forced him to exert his mind until he could manifest in the real world. He fights and kills in order to feel something like his former life, and uses darts made of his own shadowy substance.
Florac Lieutenant Florac

One of Colonel Mocklen's Lieutenants.[4]
Hans

A man who didn't want to be awakened from death.[5]
Koralid

The first(?) steward of Rath.[6]He grew too ambitious for Croag's liking and even tried to kill Croag when the Inner Circle member arrived on Rath to replace him.
Croag was far stronger however and killed him, placing Davvol on the throne.
Kylind il-Vec

A soldier who attempted to assassinate Light-General Rogur but failed.[4]
Lito en-Dal

Son of Salla en-Dal, became a smith in Dominaria after the Rathi Overlay.[1]
Milgen en-Dal

A Dal man and pickpocket living with his sister Salla among the Vec. Killed by a Laccolith Titan.[1]
Mocklen il-Dal Colonel Mocklen

A Rathi commander under evincar Davvol. He is replaced by but usurps Light-General Rogur.[4]
Nalun

An elf rebel. Nephew of Talik.[7]
Nidmon il-Dal

Colonel Rogur's aide, killed by his fellow soldiers.[4]
Patwog en-Vec

A shaman in training from Travec who released a Laccolith Titan and was killed by it.[1]
Rappian Colonel Rappian

A rival of Light-General Rogur, who exposed his corruption and got him deposed from his role in the Stronghold and sent to Tabala Fortress.[4]
Retma en-Vec

An Oracle from Travec who was killed by a Laccolith Titan released by her apprentice.[1]
Rogur Light-General Rogur

A Rathi general killed by Colonel Mocklen.[4]
Royn en-Vec

The dockmaster of Travec. Survived the Laccolith Titan attack and became a storyteller in Dominaria after the Rathi Overlay.[1]
Salla en-Dal

A Dal woman and blacksmith living with her brother Milgen among the Vec. After her brother's death at the hands of a Laccolith Titan, she bound the beast to her smithy, making it fall into the Rootwater. She save her village at the cost of her life, teaching the Vec and Dal to work together even after the Rathi Overlay.[1]
Sro Valik

Ostensibly a rebel leader, an Oracle from the west. In reality, a character made up by Colonel Mocklen.[4]
Talik

An elf rebel. Uncle of Nalun.[7]
Tant Leva

A speaker for the Vec nomads near Tabala Fortress.[4]
Vordren il-Dal

Colonel Mocklen's aide, killed by Light-General Rogur.[4]
Zeenka Lieutenant Zeenka

One of Colonel Mocklen's Lieutenants.[4]
Zolyat il-Dal Lieutenant Zolyat

One of Colonel Mocklen's Lieutenants.[4]
