Oskar, Rubbish Reclaimer is a human wizard of the Obscura family in New Capenna.

Oskar is an Obscura informant. He enjoys salvaging trash and spends time with rats to avoid other people.[1]
No matter how secure a building is, there are always two ways to get the information it holds: through the plumbing or the trash. While other Obscura agents prefer to keep clean, Oskar, Rubbish Reclaimer, goes straight to the source. He is a solitary presence among the Obscura's revealers and investigators. A dirty, stinking trash man, he knows every rat in the sewer and dumping spot for every chute in the city. His magic charms the city's rodents, turning the overlooked pests into his army of thieves and spies able to snatch enough of any "disposed-of" document and bring them to him for reconstruction. Secrets other families thought well-buried often come crawling up from the sewers to haunt them, all thanks to Oskar's dirty work.[2]

Oskar, an investigator with a talent for uncovering hidden truths, was contacted by Kamiz to investigate the explosion at a warehouse. Oskar clarified that the building didn't explode, but rather imploded, and had been occupied for a week before that. His keen observation skills revealed that someone had been using the building, contradicting the assumption that it was abandoned.
Later, Oskar discovered Lacey Lanine, the reporter involved in the Halo theft, in a dumpster, mind-wiped and in a stupor. This key finding suggested that someone had tampered with her memory to cover up the incident. He also assisted in connecting the dots between various pieces of evidence, such as recognizing the Broker contract involved, which helped Kamiz and Queza set a trap for Lagrella.
Oskar's contributions were vital in unraveling the mystery surrounding the Halo experiment and the ensuing vision, helping the team uncover the plot's instigators and motivations. His work ultimately aided in nullifying the magical contract on Lacey and exposed Lagrella's scheme.[1]
